Temporary Help Services (THS) – Standing Offer & Supply Arrangement
Temporary help services (THS), are services that are provided by the resources of temporary help firms. The THS On-Line System is an on-line procurement tool designed to assist Federal Departments in the National Capital Area, in their procurement of temporary help services up to $400,000 (which includes all subsequent amendments, travel/living expenses, overtime and GST/HST) or 48 consecutive weeks, whichever comes first. A call-up/contract can be extended by an additional 24 consecutive weeks but must have the prior approval of PWGSC.

Task-Based Informatics Professional Services (TBIPS) – Standing Offer & Supply Arrangement
A TBIPS requirement is related to a particular activity required to address a specific IT need and is usually associated with a specified set of responsibilities. The tasks involved are finite work assignments that require one or more consultants to complete. A task involves a specific start date, a specific end date, and set deliverables. Tasks are usually not large projects, although they may be subsets of a larger project. Tasks may require highly specialized work to be performed requiring a rare or unique skill or knowledge for a short period of time.

Task and Solutions Professional Services (TSPS) – Standing Offer & Supply Arrangement Tier 1
The method of supply for Task and Solutions Professional Services (TSPS) is for the provision of Non-Informatics Professional Services, both task and solutions based. This method of supply covers five core areas of expertise that are commonly and nationally used: Human Resources Services; Business Consulting/Change Management; Project Management; Real Property Project Management Services; and Technical Engineering and Maintenance Services.

ProServices – Supply Arrangement
ProServices is a mandatory method of supply for professional services valued below the North American Free Trade Agreement (NAFTA) threshold. The ProServices streams and categories are the same streams and categories as those offered in the Task-Based Informatics Professional Services (TBIPS) and the Task and Solutions Professional Services (task portion only) methods of supply. ProServices may choose a minimum of 2 suppliers to bid on the process.

Alternate Dispute Resolution (ADR) – National Master Standing Offer (NMSO)
Provides the Managers and Employees of the GOC with various options to deal with conflict issues. It includes training that allows them to develop conflict resolution skills and to build a common understanding of working through a wide array of conflict situations. This training increases productivity, reduces stress and improves morale.

-Group Processes and Work Place Assessment
-Commercial / Business – Facilitated Discussion / Mediation and Arbitration
-Conflict Management Training
Directed Method (for Streams 1 & 2 Only) for requirements $25,000 and below (Travel expenses, Goods and Services Tax or Harmonized Sales Tax and all amendments included) and they can direct call-ups using the percentile methodology.
Percentile Methodology: The Identified User can send their RFA to any Qualified Offeror(s) within the 25th percentile of the lowest bid rate from their search results in the THS On-line System.
Sole Source Contract
A consultant can be hired on a non-competitive, sole-source basis if the requirement is below $25,000. Sole sourcing may also be allowed when it has been demonstrated that only one person or firm is capable of rendering the services.
